Two people are under arrest after they tried to carjack people in a parking garage in downtown Visalia. 25 year old Brittney Gipson and 26 year old Veronica Baker were arrested around 3:45 Monday afternoon. Police say they used a Halloween mask and a replica gun to try and carjack the victims. Gipson is a parolee at large with a long list of arrests in just the last five months.
