California gas prices are on their way down, but only by a penny. Triple-A says the average price for a gallon of gas is now four-dollars-and-66-cents. That’s down just one-cent from yesterday’s record-setting price, but analysts believe the downward trend will continue. California refineries are starting to make the switch to cheaper winter-blend fuel. The cheapest in Visalia and Tulare is 4.39.
