The Visalia City Council approved various actions concerning the Water Conservation Plant Upgrade Project at its meeting on Tuesday night. The City Council voted 4–0 with one council member absent in favor of certifying the environmental impact report, the California Environmental Quality Act findings as well as numerous plans for the plant upgrade. The total cost of the project which has been ongoing since 2007 is expected to be $142 million.
